If you have received a text/email from Otto Car about a Parking Charge Notice you should always look at the evidence provided and check that the PCN has been correctly issued. This can be done by looking at the images provided, or going on the parking companies website and viewing the images/video from there.
If the vehicle on the images, or the vehicle registration is not your own you should contact us immediately at 'fines@ottocar.co.uk' so that we can provide support to get the PCN cancelled.
If the vehicle is yours, however you disagree with the reason the PCN was issued, i.e. you were charging your vehicle, not parking over the time limit, then please follow the appeals procedure below.
After 48 hours, we will charge a £10 administration fee and transfer liability for the PCN into your name. You do not need to take any action during this time until the PCN arrives at your home address.
From here, you can appeal the PCN online, or by post, using the appeal template provided in the letter. The parking company will now consider your appeal and write/email you informing you of the outcome of the appeal.
If this appeal is unsuccessful, you can either:
- Pay the PCN immediately, when it will be at the reduced rate, or;
- Using the code provided on the appeal reply (if a code is not provided, contact the parking company and ask for one to be provided) to appeal this PCN with an independent adjudicator.
There are two independent adjudicators that a Parking Company can use, and you must submit your appeal with the correct adjudicator. These adjudicators are: POPLA and the IAS. Their job is to reconsider your appeal, and decide if it should have been allowed. Please be aware that by appealing to POPLA or IAS you will not be able to claim the discounted rate, and will instead have to pay the full price.
If the independent appeal is unsuccessful then your only other avenue to appeal the PCN would be at court. Most drivers would pay once the independent appeal has also been considered unsuccessful.
