If you have a vehicle through Otto Car and a Penalty Charge Notice (PCN) is issued, we’ll guide you through the next steps to make sure the matter is dealt with smoothly.


How you’ll be notified


When a PCN is issued to a vehicle registered to Otto Car, we will receive it first. As soon as we do, we’ll inform you promptly via email and SMS. This notification will include:


  • The type of offence

  • The date and location it occurred

  • The total amount payable

  • Your next steps, including how to pay or appeal


The payment process


To pay the PCN fine, you should:


  • Make payment within 48 hours of receiving the email or SMS if you do not wish to appeal.

  • After paying the fine, send proof of payment to fines@ottocar.co.uk,

or click the green “Confirm issuing authority has been reimbursed” button in the SMS notification.


Please only press the green button if you have actually made the payment.


If you pay within 48 hours, you will not be charged the £10 administration fee.


The appeals process


If you would like to appeal the PCN fine, you should:


  • Take no immediate action when you receive the email or SMS.

  • You can only appeal once Otto Car has transferred liability into your name.

  • A £10 administration fee applies for this transfer of liability.


Once liability is transferred:


  • The issuing authority will send the PCN directly to your home address under your name. The PCN fine does not increase during this period.

  • This is when you can begin the formal appeal process.


Please note: If you pay the PCN fine before we transfer liability into your name, you will not be able to appeal it afterwards.


Transport for London (TfL) PCNs process


PCNs issued by Transport for London (TfL) follow a different process:


  • You will not be informed when we receive a TfL PCN.

  • We will automatically transfer liability into your name.

  • There is no £10 administration fee for TfL PCNs.

  • The PCN will arrive directly at your home address, under your name.
